For Americans, I've found that the fastest and easiest way to renew our passports is outside the U.S. at one of the embassies.
I recently got mine renewed in Accra, Ghana because I was running out of pages. I simply filled out a form and paid online, printed out the receipts, and dropped them off during regular "American citizen" office hours. Took less than an hour.
Within 6 days the embassy notified me via email that my new passport was ready for pick up. They even let me keep my old passport because I had already secured visas for several upcoming countries.
One-week turnaround. No rush fees. Active passport in hand at all times.
